NCS GUIDELINES
Level Operational Status
1 Weekly nets with no control operator functions.
2 Weekly nets with level 2 control operator functions.
3 Weekly nets, Public Service nets (low profile type).
4 Weekly nets, Public Service nets (high profile type), Weather Net Condition Green, Fire Coordination (low profile type).
5 Weekly nets, Public Service nets (high profile type), Weather nets Condition Yellow or higher, Fire Coordination nets (major events).
6 Full active status.

9 Lead Operator
NCS Requirements:
1. Annual NCS Operations Class (except for Level 1).
2. Operational status appropriate for the type of net. A. Will be on condition of requirements being met. B. Operational status ratings can go up or down depending on performance level.
3. Shall make an effort to attend training classes to keep updates.
4. Reasonable expectation of improvement over time.
5. Operational status shall be determined by the EC. A. Input from Lead Operators shall be encouraged. B. Upgrade of operational status will be on a trial basis.
6. Lower operational status can be temporarily raised to a higher level as NCS, subject to approval of the EC, or in the absence of the EC, at lead operator’s authorization. This will only be for that particular incident or event until an appropriate NCS becomes available.
